he Municipality of Amsterdam is currently working on the development of the new traffic control centre. From this centre, the operation and monitoring of all five road tunnels and the traffic management of the Municipality of Amsterdam will take place. In the realisation of the building and the building-related installations, the municipality aims to minimise environmental impact, without this being at odds with the applicable requirements regarding technical quality.

For this reason, the Municipality of Amsterdam commissioned a Building Environmental Performance (MPG) calculation, in which the environmental impact of the works to be realised is expressed in euros (€) per m² of gross floor area (GFA) per year. Duet’s lawyers advised the municipality on how to incorporate the MPG as a qualitative (sub-)award criterion in the procurement procedure, enabling the best possible sustainability outcome to be achieved through competition.
