The five road tunnels of the Municipality of Amsterdam form an essential link in the road network. In order to increase the availability and safety of the tunnels, extensive works are being carried out. In doing so, the municipality aims for a high degree of uniformity, enabling efficient and future-proof management and maintenance of the road tunnels. The Piet Heintunnel and the Amsterdam ArenA Tunnel are being fully renovated, the Michiel de Ruijter Tunnel is being upgraded with regard to fire safety, and major maintenance works are also planned for the IJ Tunnel. For all five tunnels, adjustments are being made to the operating, control and monitoring systems (OCM) to ensure that the tunnels can be operated and monitored in a uniform manner and from a single, standardised operator workstation in the newly developed traffic control centre. Duet’s lawyers advised the municipality on the most appropriate contract model for each project, which led to the use of, among other things, an alliance and a construction team. The associated agreements were drafted in close coordination with the municipality.
