Between 2016 and 2021, the Rotterdamsebaan was constructed: a new tunnel route with a total length of 4 kilometres, connecting the A4/A13 motorways with The Hague city ring road. As a result, The Hague and the surrounding region remain easily accessible now and in the future. Part of the Rotterdamsebaan is the 1,860-metre-long Victory Boogie Woogie Tunnel, one of the most sustainable bored tunnels in Europe.
The preparation and realisation of the Rotterdamsebaan project was carried out on behalf of the Municipality of The Hague by a specially established project organisation. Duet’s lawyers advised the Rotterdamsebaan project organisation from the very outset. During the preparation phase, they advised, among other things, on the optimal procurement and contracting strategy, which ultimately resulted in a procurement based on a competitive dialogue and a Design, Build & Maintain (DBM) contract based on UAV-GC 2005.
During the realisation phase, Duet’s lawyers were regularly present on site in the project organisation’s construction cabin. As permanent members of the project team, they advised on the assessment of changes and (potential) disputes. The project was completed successfully and within budget. After obtaining the opening permit, the road has been open to traffic since February 2021.
